Butterick 4727 sewing pattern, dated 2006, now out of print.

Misses' / Misses' Petite Top & Skirt:

Semi-fitted, lined top has collar, princess seams, shoulder pads, shaped hem and sleeve length variations. A, B: hem ruffle. A: sleeve ruffles. Flared skirt, below mid knee has waistband and back zipper closure.
